Make cost tags configurable #10
Description
Context
The current implementation assumes that resources are tagged according to configuration in https://github.com/2i2c-org/infrastructure.
However, we want to generalise this package so that users can tag resources however they like and configure this for the monitoring system
Proposal
Introduce traitlets style configuration to manage cost tags.
