AOT check should be run with project refs enabled

Currently the check is not run in the project-ref switch CI legs so we only catch issues after shipping new versions of SCM/Azure.Core.

@JoshLove-msft the pipelines should be catching issues before PRs are merged. And System.ClientModel has AOT analyzers enabled so nothing unsafe should even successfully build, let alone be able to merge and release. Was there a situation where something slipped through? 😰

This wasn't an issue of an unsafe API slipping through, but more that we had to make updates in #53652 to satisfy the pipeline checks immediately after shipping SCM.
