AOT compat failure should include instructions for how to run locally

I tried running the script locally but it is asking for a PackageInfoFolder which I'm not sure how to supply. It should ideally provide a one liner that can be pasted locally.

Check-Aot-Compatibility-For-PR takes the package info folder but that one shouldn't be run locally. This is the one for local runs - https://github.com/Azure/azure-sdk-for-net/blob/main/eng/scripts/compatibility/Check-AOT-Compatibility.ps1 but I agree it should provide a one liner, I'll update that
