feat: release_policy support for keys

The ARM API supports the creation of a release policy object that isn't currently available natively in this module. https://learn.microsoft.com/en-us/azure/templates/microsoft.keyvault/vaults/keys?pivots=deployment-language-bicep

This functionality is needed for certain confidential compute scenarios.

Ask: Please include the ability to configure release_policies when creating new keys.
