Approve membership #12
Description
Implement the ability to approve membership by admins.
Might be done through django admin.
Create a page to see a list unapproved members.
To approve:

Verify the GitHub username. (should already be verified because we use GitHub to sign up)

Verify their status and information
-
Record who approved the membership
-
send email: to the user that their membership is approved.
