Build our own Rubies (always)

We depend on Docker updating and pushing their own images of Ruby for:

• Debian
• Alpine

This causes:

• Changes in underlying systems (distros, etc...) which we generally resolve by ending up building 100% our own (see older rubies)
• Delays in being able to push our own updates Update to Ruby 3.3.10 #68 (comment)
• Different update procedures and special cases
