fallback to calldata during high prices

[segfault-magnet]

calldata being cheaper than blobs seems to happen more and more recently.

implement a fallback to calldata when fees are too high.

consider:

• any impact on the node's ability to sync from da
• fraud proving
• overall cost -- how the decision to switch ties in with our high fee avoidance algo
