[C++] Reimplement GetAssignmentFull in V2 #94
Description
DataProvider::GetAssignmentFull is not used in JANA or User API so it was removed from CCDB V2 branch. At the same time if one would use C++ API directly, the absence of such function could be confusing. So it needs porting back from V1
