It's usually best to upgrade these pieces separately.

I think the registry will have a problem with the CXSparse, ParU and SPEX updates here, because this will be changing the compat bounds for the package without actually changing the version of the package. I mentioned this in Slack earlier when this SuiteSparse version was released, and I think more analysis is needed to see if we can get away with just widening the compat bounds in the general registry instead of doing a rebuild with the package.

For now, I would suggest just update SuiteSparse and SuiteSparse32 first (for anything in this PR that is already passing). And then have separate PRs for the other pieces.

Separately, @imciner2 Should we try to see if we can widen the bounds in General?
