Upgrade `JetBrains.Annotations`

I am getting the warning that `JetBrains.Annotations.2024.3.0` has a vulnerability. However, this is the latest release. I do not believe it's a huge issue. I just need to keep an eye out and upgrade it when `2025.1.0` becomes available.
