Package manager for user modules

• Maybe called Mimi :)
• Runtime should lookup loaded libraries in a specific project package folder
• Projects should be able to declare some kind of manifest file containing information about the project / package
• This is somewhat low priority until the need for this (hopefully) arises in the future
