While enabling the cost analysis addon using Terraform, it was trying to drain the nodes, and there is no such thing mentioned in the doc.

Here are a few questions.

1. Why was Terraform trying to drain the node to enable the addon?
2. Can we avoid draining the nodes to enable the addon?
