Mailing list for discussions?

Do we have a mailing list that is used for discussing Neat development? I cannot find it in the docs.

At this moment I'd like to discuss how much of specifics of each protocol should Neat support. For example, issue #343 , should that be added or not? If yes, should we add a compat layer with the other protocols?
