Integrate Nethermind with `op-devstack`

Is your feature request related to a problem? Please describe.
After the Kurtosis deprecation for testing OP-Stack based chains (see https://discord.com/channels/1244729134312198194/1286431834892140545/1438249647490465882) we are unable to test new OP-Stack forks in Nethermind without resorting to devnets/testnets.

Describe the solution you'd like
We want to be part of the new op-devstack testing infrastructure (see https://github.com/ethereum-optimism/optimism/tree/33c206cb161f194da65b89e5953cb18b5afe5f81/op-devstack) as first class citizens, similar to op-reth.

Describe alternatives you've considered
We can fork the existing Kurtosis infrastructure and continue to support it (see ethpandaops/ethereum-package#1231). This is not ideal since we're deviating from the official approach and we would take over the full cost of maintenance.
