view-templates: Revert LotResult section in 28.efx

For notice subtype 28, fields under ND-LotResult were changed from
mandatory to forbidden, and the view template adapted accordingly to not
display them.

As we still want to display this information in SDK 1.9 and earlier,
revert the changes to this section to go back as they were before.
