raster_to_points

Similar to raster_to_vector, it is sometimes needed to convert a raster cube into a cube of points.

SnowCOP use case: raster algorithm selects certain pixels, instead of exporting them as a very sparse raster mask, we want points.
This also enables subsequent use in ML training processes, which also require vector cube.
