error in opf meta.yml when updated to new OPF format #278

Describe the bug
So about 2 years ago when we updated the naming the base_text file name with only 4 character of the uuid. there were some errors in some repos where it was the base_text or volumes info were missing from the meta.yml for example I647D7CBC repo
Expected behavior
meta.yml should have all the volumes info in the base in the source_metadata, where right now it only has one in the above example

there definitely will be more such cases in the updated OPF repos, so we need to filter out all those repos that went through the changes and fix its meta.yml if it has issues.
