Can't navigate to "Lists" category the first time

Description

Using the demo built against v12:

Repro from demo starting from the workspace: t, down, down, down, down, right

Note the create list with block in the "Lists" category is briefly selected and then focus seems to move to the body.

I used https://insert-connection.blockly-keyboard-experimentation.pages.dev/ which has #510 for this test. I doubt it can be that fix that's caused the issue.
