Unexpected scroll when completing a move

Description

I guess this is linked to #451 although I haven't been following development for a while, I just stumbled upon really strange behaviour.

When you are moving something in the bottom half of the visible workspace, it auto scrolls to centre the block after you complete move mode. It then jumps back when you re-enter move mode. I can't replicate in live micro:bit editor so it may be new. Best understood by watching the video demo (15 seconds long) or following the repro steps.

Reproduction steps

1. From the starter program, drag the draw stack towards the bottom of the visible workspace
2. Select draw circle block
3. Press m to enter move mode
4. Press Enter to confirm (having not moved)
5. Observe: the workspace scrolls to centre the block
6. Press m to enter move mode again
7. Observe: the workspace scrolls back to your original position
