Customize a form for a SharePoint list - step missing in guidance?

In the "Create a new list" section, the guidance says

In the command bar, select New > List.

In the Create list panel, enter the following...

But when you click New > List, you then need to additionally click Blank list to get to the window where you enter a Name and can click Create.
