https://github.com/WordPress/two-factor/blob/master/.github/workflows/deploy.yml currently makes use of https://github.com/actions/upload-release-asset that's now unmaintained/archived and refers folks to https://github.com/softprops/action-gh-release so probably best to update our Deploy action to use softprops/action-gh-release in the "Upload release asset" step.
