The CONTRIBUTING text file says:

* If you want to develop on the Data Lab notebook server:

  - Start your notebook server at https://datalab.noao.edu/devbooks
  - Copy notebooks-latest/DataLabNotebookTemplate.ipynb to some other place and rename it
  - Develop the notebook

Forking the repo (which I think is required to make a PR) is only described under the section labelled "If you want to develop on your own machine". I think that if the focus here is really on "contributing" (i.e., pushing back to the notebook-latest repo), the first step for the process is to fork and clone the repo (regardless of whether you are developing locally or on the server).
