API docs on Bazel Central Registry #4510

It'd be nice to get the API docs for rules_go up on the BCR. I'm not sure what's being used in this repo to push to BCR right now nor how to configure it. Docs I've found so far assume the Publish-to-BCR tool is being used but I've not found evidence of that in this repo (see these docs) (I could be wrong and missed something obvious).
