Desktop app hangs for 30s (net timeout) on filtered wifi connection

Steps To Reproduce

1. On comcast managed wifi network with captive portal, cloudwifi.com. Connected to wifi, still no internet connectivity
2. In desktop app, enter username & password. Hit login

Expected Result

Login happens immediately. Other aspects of the password dashboard tell me about recency of sync status, but don't make me wait for network round trips to access passwords, even if I may have new ones I want to sync

Actual Result

3. Observe 30s delay for app to proceed
4. Or disable wifi to process more quickly.
