I don't think it is. Daniel started it so that the rdns project may one day use it (which we intend to).

It won't let me start a new translation. I can't register as I do not receive the confirmation by email.

Maybe https://hosted.weblate.org/ is better option.

It isn't possible to start new translations.
Listing it on https://weblate.org/nb/discover with https://weblate.org/nb/subscription/discovery/ would be good.
