Add support for ppc64le #1
Description
The Debian 12-slim image has support for ppc64le -- https://hub.docker.com/_/debian/tags?name=12-slim. Need to swap to that base image in order to add this feature. Need to also change from libssl1.1 to libssl3 for the debian change.
