[BUG] Report upload fails on windows-11-arm #128

Describe the bug
When running on windows-11-arm, warnings are printed to the GitHub Actions workflow log when attempting to upload test results:
Codecov: Failed to properly upload report: Unable to locate executable file: C:\a\_actions\codecov\test-results-action\47f89e9acb64b76debcd5ea40642d25a4adced9f\dist\codecov. Please verify either the file path exists or the file can be found within a directory specified by the PATH environment variable. Also verify the file has a valid extension for an executable file.
To Reproduce
Run the action on a windows-11-arm GitHub Actions runner.
Expected behavior
Test report uploads work on windows-11-arm.
Regression
Unknown, likely has never worked for Windows ARM.
