Remove unused CI and deployment files from upstream

The following files are unused and can be deleted:

• sip.yaml (Used for upstream deployment)
• .gitlab-ci.yml (Migrated to GitHub Actions and is thus redundant)
• .gitpod.yml (We do not use GitPod)
