ncurses broken-linker feature

Upcoming ncurses 6.2 will change the way the broken-linker feature works. You might want to review that and decide whether to maintain binary-compatibility (by adding the explicit option).

       + drop assumption in configure script that Cygwin's linker is broken.
       + define NCURSES_BROKEN_LINKER if the broken-linker feature is used,
          to simplify configure-checks for ncurses-examples.
