SPV: CFHeader batches with an overlapping height are ignored in reconnect #196
Description
After syncing SPV from scratch, disconnecting, and reconnecting, during the Filter Headers phase, we send GetCFHeaders requests for some height, say 105, and we are receiving a response that starts at the previous height, 104 in this case, and then we ignore the entire batch of CFHeaders. We retry 3 times, then give up, so sync never progresses past this part.
