Move away from deprecated gcr.io/kubebuilder/kube-rbac-proxy

From this issue, it seems like this image is no longer supported / encouraged for use. This value doesn't also seem to have been updated in a while.

Is this something that the maintainers are looking to update in the near future (preferably removing the need for the use of this image)?
