Add support for Kubernetes cluster autoscaling #16
Description
We should have ability to enable an autoscaling on Kubernetes.
On AWS, it can be Karpenter. Here is an example of how to setup using the module we use (terraform-aws-eks) - https://github.com/terraform-aws-modules/terraform-aws-eks/blob/master/examples/karpenter/main.tf
