Move th following copilot instructions file:

Into a Github Copilot agent .md file in this location:
AspNetCore.docs/.github/agents/

That way it can be selected in isolation as a GitHub Copilot option. Copilot will still read general .github/ copilot instruction files, but the triage instruction will be completely isolated.

Name the new agent file: triage.agent.md
