Suggest project to be added to open solution in miscellaneous file context pop-up

I create projects using dotnet new instead of the solution explorer. This results in the project not being added to the currently open solution, leading to a 'The active document is not part of the open workspace. Not all language features will be available.' notification in the project's source files.

Add a button to the notification allowing users to add the project the source file belongs to the open solution.

@just-ero It appears you are using the CDK extension as well. Do you have a solution file of your own? Or are you enabled solution-free mode?

Ah, yeah, my bad. This likely goes to the DevKit repo. I don't have that setting enabled. A solution file does already exist in the workspace, containing some projects, but not the new one created from the CLI.

If you updated the solution yourself by running dotnet sln add (docs) does that bring the project into the workspace?

Generally, I am not sure that the solution should automatically be updated solely by running dotnet new. The user could be adding a project that simply does not belong in the open solution. Imagine the users is working out of a mono-repo with many solutions, or generating test assets, or writing a tool that may live in the repo but not be part of the solution at all. However, when you add a project from the solution explorer there is a very direct connection and intent that it should be added to the open solution.

It is certainly possible that the user would expect the project be loaded into the workspace to enable full intellisense. This would be something akin to the O# feature 'load projects on demand' where opening a .cs file causes the project system to try to identify the owning project and load it.

Agree that load on demand would also resolve this. However I don't think it would be completely unreasonable if our popup showed either a command or some other information asking if the project should be added to the already opened solution (definitely shouldn't be done automatically).

Sure, we should move this to the CDK. The C# extension has intentionally stayed away from project/solution management features, intending those to be performed via dotnet CLI.
