"Infrastructure service" creation form does not show inhertited secrets

When creating a new "infrastructure service", for example at the repo level, secrets defined at the parent product level are not offered in the "Username Secret" and "Password Secret" drop-downs, although those inherited secrets are shown on the repo's "Secrets" page.
