If you hit cmd-, while the app is loading, you end up in limbo

Steps to reproduce

1. Launch app
2. Stare at a spinner
3. Hit cmd/ctrl-, to bring up settings
4. Settings open up (hooray)
5. But you're in a half-loaded app in limbo state.

Outcome

What did you expect?

Either bring settings up over the top of the launch screen, or don't load settings at all. Don't leave the user in a half-loaded limbo app.

What happened instead?

Limbo.
