Description

Two sets of EEST/EET unit tests were disabled because they depend on the EEST docs folder and subtree to be added to forks/osaka:

1. packages/tests/src/ethereum_test_checklists/tests/test_checklist_template_consistency.py
2. packages/tests/src/pytest_plugins/filler/tests/test_eip_checklist.py

These tests need to be re-enabled once the docs is added correctly.
