Add optimize for <format> signature type mechanism #46

Given discussions here: ffdev-info/wikidp-issues#36 and some discussions with other formats like JSON ffdev.info could offer a check box to say "optimize for " which could then optimize formats in place, e.g. identifying quotation marks in XML signatures and replacing them with both single- and double-quote optionals. There are formats we might want to optimize for whitespace and there are probably more rules we can find that would take some of the hard work away from signature developers.
