Knowledge is lacking in government. Just providing learning opportunities isn't sufficient. Departments already send folks to CSPS for training. That just hasn't scaled.

Are there incentives for executives to get the training for themselves and their staff? Are there targets for certifications like those offered by the IAAP https://www.accessibilityassociation.org/s/certification
Commit to a plan where the government employs certified professionals inside the public sector and with the vendors that serve them.
This won't be immediate, but targets can be set. Having 1000 IAAP Certified public sector employees in the next 5 years would be a measurable target.
This would incentivize training.
