How do I create a snippet?

I've tried looking through the READ ME file and the NEWS file for any instruction on how to make a snippet, but I couldn't find anythimg that made to me.
And whatever few instructions I could find it doesn't reflect what I actually deal with when trying to make a snippet as illustrated in my video example.
Am I doing something wrong? Is there some bug? Again, how do I make a snippet? I'm at my wit's end here.

At the snippet dialog there is a folder button. In that folder you can create normal text files, which are then a snippet.

I did click on that icon and when it shows me this blank search box
When I click on folder it takes me to a blank file named snippets
And even when I type in it and save the file I can't add what I typed into the main file that I'm trying to use a snippet with in the first place.

snippets is not supposed to be a file, but a folder, which might be why it behaves different. you can delete/move it to have a folder instead.

I tried deleting the snippets file, but when I press the folder button in the snippets menu, it just creates another file

Here's a picture of my settings for the Snippet folder. Right now everything is using default settings, I didn't change anything.
Is there anything in the picture that would indicate that something's wrong?

If you open the snippet dialog (in say a markdown file) it will tell you the current snippet folder

The snippet option under settings->other should open a dialog which will let you navigate the filesystem and create or select a folder
