Updates the GA to RC sync tool

  • Fix date handling to account for zbash syntax/behavior for the date function
  • Change prep behavior to skip working branch creation for dry runs
  • Add a bash helper to find files recently deleted in the GA docset
  • Add a bash helper to delete RC files found by the helper
  • Add a function to collect relevant log and resource file names
  • Update comments and README
