Camera records 0-byte files on Windows

Is this a known issue?  My first guess was file permissions issues, but so far no matter where I tell it to record, it doesn't throw any errors, but records 0-length files on windows 10 (debug build).  I haven't tried Win11 yet.

Any ideas?
