Update data and aria attribute marshaling to use Universal ID

Currently, the internals uses [`AttributeHydration`](https://github.com/hopsoft/turbo_boost-commands/blob/main/lib/turbo_boost/commands/attribute_hydration.rb) to dehydrate/hydrate element attributes. We should update this feature to use [Universal ID](https://github.com/hopsoft/universalid) instead to reduce complexity in TBC.
