[Model] Support Deepseek-V3.2-Exp

At least support the config, which can be found in https://huggingface.co/deepseek-ai/DeepSeek-V3.2-Exp/blob/main/config.json

Motivation

So we can natively use the model config from HF to deploy DeepSeek-V3.2 in SGLang without a hacky patch.
