[Feature] Change multiple photos' dates, but not timestamps

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

When I want to change the date of multiple photos, there's the option to either

1. Pick the same timestamp for all of them, or
2. Change the time by an offset

I would like an option to select the date for all of them but keep their relative times.
This comes up whenever I back up old film photos that don't have timestamps; the photos are arranged in order (so the timestamp in which I took the digital photo encodes this order too), but the date is very far in the past (maybe 10 years, so calculating the exact date by offset is a pain).

These are different feature requests.
#22951 wants to have "years" as an additional option when changing time by offset.
I want to pick the exact year, month, and date (without specifying the offset), but keep the hours and minutes unchanged.

It amounts to being able to do the same thing, and the offset approach is how we've chosen to allow this.
