[Request]: Consider allowing to create undeletable locked notarizations

Feature description

Consider allowing to create locked notarizations, that cannot be removed as well.

Depending on the outcome of this, we should update the docs regarding locked notarizations:

Locked notarizations support different delete lock options: (...) UntilDestroyed: Cannot be destroyed (permanent record)"

Motivation

From the standpoint of wanting to create a locked notarization as an unmodifiable proof, it might not always make sense to have it undeletable.

The cleanest option for this use-case would be to have another Move TimeLock enum variant Infinite and a withInfiniteLock() TS function.

Extending Move enums in future SC versions should be possible as enums themselves are private and new enum variants only introduce additional functions to the module.

Delete lock types would be handled like this:

       ## Delete Lock Types

        Locked notarizations support different delete lock options:

        * None: Can be destroyed immediately after creation
        * UnlockAt(timestamp): Cannot be destroyed until specified timestamp
        * Infinite: Cannot be destroyed (permanent record)
           **Be aware of the storage deposit being permanently irrecoverable when TimeLock::Infinite is used here**.

The LockedNotarization Object in Practice would look like this:

       A Locked Notarization is an instance of the core Notarization object where the method field is set to
       NotarizationMethod::Locked.

       This configuration is validated by the smart contract, which enforces a strict set of invariants on the
       object's LockMetadata:

       * The update_lock must be TimeLock::UntilDestroyed.
       * The transfer_lock must be TimeLock::UntilDestroyed.
       * The delete_lock must be either TimeLock::UnlockAt(timestamp), TimeLock::None or TimeLock::Infinite.
          It is not permitted to be TimeLock::UntilDestroyed. This option can only be used for non `delete_lock` locks.
