multiaddr refactor so we can experiment locally to help with provider hints and others.

multiaddrs are difficult to experiment with and potentially will be misused and leaked out into the network, but looking into this to support things like provider hints and others
- ipfs-check tool requires thinking about multiaddrs as well
- do multiaddrs really need to be human readable? can we encode multiaddr information into a CID?

- v3 release the other day.
- still looking into react native
  - Alex updated react-native js-libp2p demo app today, not all transports work..
- still investigating helia default configurations for orbitdb.. currently have a package called liftoff that has some preconfigured things.. can get browsers on localhost and network to communicate.. looking at making
mortice updated to use broadcast channel, but broke react-native.. currently only single threaded in react-native, need a react-native dev to provide insight about "blessed" method for concurrency
