Clarify Binder relationship with JupyterHub and Jupyter

JupyterHub is a Jupyter Subproject, I would say Binder is an 'activity' of the JupyterHub project.

The footer of https://jupyter.org/ tells a different story:

"Binder" is listed as a subproject along side JupyterHub, JupyterLab, and others.

Governance-wise, JupyterHub is a Subproject of Jupyter with a steering council, etc. Binder is one of the things governed by JupyterHub, it has no separate governance or independent relationship to Jupyter, but it is a "lower case 'p' project" in terms of "a thing we do" rather than a specific governance structure. If the footer of jupyter.org is only meant to list governance units, Binder shouldn't be there. But the link on that page provides useful context that is specific to Binder-related activities that are useful and meaningfully distinct from JupyterHub, so maybe it's just the "Subprojects" heading that should change. I don't know.

So there's JupyterHub the "Jupyter Subproject" as a governance unit, and within that is JupyterHub the package, zero-to-jupyterhub, Binder, repo2docker, etc. So Binder the software is meaningfully distinct from JupyterHub the software when it comes to being "a thing to talk about," but it is not distinct when it comes to formal things like governance, etc.

Thanks Min for the clarification.

After read List of Official Jupyter Subprojects, my understanding is that there are Official Subprojects with Software Steering Council (SSC) representation (for example, Voilà) and Official Subprojects without SSC representation (for example, nbgrader).

The conclusion that I reached from the text in the Jupyter Governance is that

• JupyterHub
• Binder
• BinderHub
• JupyterHealth

are considered sub-projects of Jupyter and all are under a single SSC representation named "JupyterHub and Binder".
