Add endpoint to retrieve sqlite data

We have some information stored in sqlite databases in production that are not accessible. We should create endpoints that access that data, or maybe simply send out the entire sqlite file. Remembering that the notifications are just queries made in kcidb, and they are sent to a public mailing list, there is no personal information on them and we only store data about when and which notification was sent.
