CNCF projects have accesses to larger instances, but it has to be explicitly enabled by an admin of https://github.com/kubernetes

GitHub large runners cost $$ that are not tied to any credit program and are a reason we use prow.

Looking at the linked issue, regarding the need for it to test MacOS, you should be able to use the free Mac3 runner: https://docs.github.com/en/actions/reference/runners/github-hosted-runners#standard-github-hosted-runners-for-public-repositories

The current generation of Arm64 servers do not support nested virtualization and most mac users have arm64 cpus.
and unfortunately the free github agents (X86) do not support running docker or full integration test.

according to the minikube survey macos is most used operating system by the users, this affects the onboarding experience of large number of kubernetes users, since most of the mac cpus are arm64. (any macbook after 2020)

I undrestand the cost concerns and we could try to minimize using the Large Runners but not having them will be affecting the users experience since we have no visibility of hundreds of different features being shipped without testing, or even if we can get limitted usage, any amount of testing could help maintainance of the project, even if we could test against it once a day or only on important PRs
